ebay for charity & paypal giving fund & official donation receipts

i am a private seller. over the last year i made 200 sales with the proceeds going direct to charity. 30 days after each sale i received an email "official donation receipt" from paypal confirming the donation which may be needed as proof of donation when completing a tax return.
on the 3rd july this year the emails stopped arriving.
paypal say it is ebay's problem.
ebay say it is paypal's problem.
is anyone aware of any changes to the way in which these emails are being sent out?
has anyone else suddenly stopped getting these emails?
