E Bay isn't safe, I'm being Scammed and there's nowhere to report it

I ordered a custom clear perspex sheet for about £40.

It hasn't arrived although tracking email says delivered.

I go to report to ebay and the item doesn't appear in my past purchases so there's no way to report it.

I'm a regular customer but I'm having 2nd thoughts now.

Did you buy as a guest (not logged in when you bought), if so all you will have is an email from ebay.

As ebay will accept tracking as proof of delivery contact your payment provider who may be able to help.
