eBay certainly keeps some sort of records of buyers who abuse the money back guarantee or open an excessive number of cases. But this isn't pubished and we only know of its existence because we very occasionally hear from buyers who are indignant that eBay has blocked them from opening further cases.
With almost all deliveries now being tracked I'm not sure that claimed non-receipt is the main area of concern anyway. There are so many problems with tracking records these days that the buyers concerned are probably just trying to get refunds for missing items, not to abuse the money back guarantee.

·5 months agoI don't sell a lot so I have time to look at a buyer's feedback before I complete a deal.
If they have left several comments about items not arriving, I might decide to send using a tracked service.
Anything over £10, I send tracked anyway - tracking is for my protection and not the buyers.
I get very few INR cases but buyers who open such cases go on my blocked list on the grounds there may be a problem with their address, or with them.
