delivery no make fake tracking

I recently placed an order for a mobility scooter, after I'd ordered the item I noticed a buying leaving a review saying they believed they'd been scammed so I tried to cancel the order which was rejected by the seller. I placed the order on 1st June then I got a messaged on 7th June to say out for delivery. I sat all morning and afternoon the round about tea time I got a notification to say delivered. it was stayed a jia packet delivery with a JCEX tracking number which was showing as delivered. I contacted ebay to inform them that no delivery was made to be told the case was closed win the sellers favour as they provided tracking stating delivered. Can anyone help or advise me what to do as the tracking is fake as I googled woyld a Jia packet deliver heavy goods and it clearly state scammed provide tracking which are fake to show an item is delivered and jia packet deliveries do not deliver heavy goods. Ebay have since removed the item from the site for sale due to violations of their policies. what can I do to get this resolved? . Paypal have asked me to contact ebay for some sort of ticket regarding the delivery. I dont know how I
can explain this properly to ebay as they refuse to allow me to appeal again. I feel ebay know these people are scamming people but allow them to still sell products that dont exist

If by debit or credit card you can contact your card provider and initiate a not received chargeback.
Before you do that, what are PayPal actually asking you for?
Does the tracking show delivery to a different post code to you?
It's vital to keep this simple because it will be AI that initially deals with your eBay claim/PayPal/chargeback.

Ive been onto paypal again whilst have kindly said they'll appeal again im waiting on a response as they verified that a Jia packet delivery wouldn't deliver a heavy good like a mobility scooter. Ebay have informed me the seller chose not to use their labelling for postage and did outside of ebay. I have asked the seller for documents to prove postage especially as it would have to go through customs surely.
