For three days I have been trying to CHAT with an agent m the buyer made a spurious bid, did not pay and his feedback is atrocious and EBAY NOT DOING ANYTHING ABOUT IT

adding to the advice already given -

The sellers are to blame that this buyer is still causing problems with non-payment.

As your false positive feedback says - "Awful loads of feedback from other members begging eBay to sort this buyer out"

If the sellers are unwilling to hit the buyer with an unpaid strike, why should eBay do anything?

Just to add to the advice given, you have boosted this member's feedback by giving them another positive.

You can only leave positive feedback for buyers and negative comments with a positive 'green dot' is considered feedback abuse.

If all the sellers who broke Ebay's rules had cancelled using 'buyer did not pay' and you had your account set up to block buyers with two or more non-payment strikes, this person would not have been able to buy your item.

Here's how to set up your buyer requirements:

Go to Buyer Management - opens in new window or tab.
Decide which requirements you’d like to apply to your listings, and enter any details requested.
To have settings apply to all active and future listings, select Apply above settings to active and future listings. Otherwise your settings will apply only to future listings.
By default, blocked buyers are still able to contact you about your listings. If you don’t want buyers blocked by your requirements to contact you, select Don’t allow blocked buyers to contact you in Site Preferences (they may still be able to get in touch with you through an Item Not Received case or a Return if it’s about an existing transaction). Then select Submit.

Like John says, after 4 days cancel the order citing ' Buyer Has not Paid', and block them , adding their ID here:

You mean you are doing nothing about it!

After 4 days you cancel sale for reason “buyer did not pay”, Buyer gets an unpaid strike.

You block bidder and also set your preferences to block ANY member with 2 or more unpaid strikes.
