Good afternoon, everyone.

I had a sale yesterday where the buyer lives close to me.

The buyer has paid for postage, but I want to deliver the item. Is this possible, and can I refund the postage without breaching any eBay policies?

It's best for you if you stick with postage.

I'd send it.

If a listing is set up with a collection option then the buyer selects this at eBay checkout. They then get a collection code which they give to the seller, this proves that they have their item.
