No matter how i navigate ebay it appears i have no option to withdraw from my ebay balance ?

Seller Hub page, top right MORE, click that go to payments and will get eventually to withdrawal page.

Once at seller hup it shows my ebay balance, I've tapped more then tapped payments . At payments it shows cards and accounts show my bank account and my debit card. There's no provision to withdraw. In the past I have made withdrawals with ease I'm sure there's something missing.
