Cant cancel order

Long story short buyer purchased, then done research and found that he doesnt want the item. He wanted to cancel and i declined (dumb). He is now saying he will send back if i send. I now cant cancel the order. Can i just "send refund" for the amount and it will cancel it? Not sure how to go about it

You can try refunding, the problem may be the choice of reasons, available, and you could get a defect.

Look in drop down menu to see what options are available. This is the problem when declining a request, it has unconsidered side effects.

If you cannot initiate a refund , then buyer will need to open a not received case once past delivery date.

It's fine to use the refund link instead. It's the only thing you can do now if you're not sending the item.
