A seller cannot close / delete their account when in a recent transaction, but eBay can close them down if they have broken selling rules.For a refund if this seller is no longer active on eBay you need to contact eBay Customer Services for help with your refund.It's not easy to contact an agent but go top of any eBay page click on Help & Contact to bring you to.... Any possibility that you made a Guest purchase ?? --- will not be seen in your eBay summary --- use the Order Confirmation email you received to see if you can trace it using this link ---within 30 days case options will be there if needed >

If it's still on your ebay purchase list click on the More Actions dropdown menu arrow for the item and select on "I didn't recieve it". That will open a case which you should escalate to ebay after 3 complete working days. If it's not there contact your payment provider and ask about a refund or chargeback.
