Can I ban a member from purchasing my items?

Question

I have experienced a difficult situation, wherein a winning bidder on several of my items has failed to pay for them. Delaying by attempting to get me to alter the terms of the purchase, notably the postage charges, which are not set by me, nor paid to me, but for security are done by ebay. I notice he is bidding on more of my items (same as he has already had winning bids in earlier auctions and not paid for)

CAN I BAN HIM FROM BIDDING ON MY ITEMS?
