Mentor9 months agoI cannot give you a definitive reason, but it may just be the device and browser you are using.
If the app or mobile browser, switch if you can to a laptop / PC and use Chrome, that seems to work well with eBay, clear cache and cookies too.
Try from that combo see if it lets you use your eBay Balance. I'm presuming the payouts are showing as Available?
