Hi, i have made an offer on an item within the eBay message system, it’s an overseas aeller so i want to check what buyer protection i have if i purchase and it is either incorrect or doesnt arrive?

As *vyolla* has said, purchases from overseas sellers are covered by eBay's money back guarantee. But you MUST bid for and win the item, and pay through eBay's checkout.
Offers made or accepted through eBay's messaging system don't count. eBay scans every message between users for attempts to negotiate a private sale outside of eBay. This is not allowed and would not be covered by eBay's money back guarantee.
