Buyer in Japan not allowed to pay

Hello. The winning bidder on an item I had on auction is in Tokyo, Japan. However, when trying to pay he is told he is unable to proceed with payment process and that the seller won't send this item to Tokyo, Japan. The item is a vinyl LP.
I had no country restriction on the listing or on my account and shipping was offered through the Global Shipping Programme.
Between us we couldn't work out what the issue was, so I cancelled his winning bid, and relisted the item, carefully checking the listing preferences, as Buy It Now at the winning bid value.
The customer now says he is unable to purchase the item and is still being told I won't send to Japan.
Any ideas why this may be? Thanks

Mentor1 month agoIn which case it says you post to Japan, but there is no postage rule against it or GSP. if I change my location to Japan this is what you screen states:

OP1 month agoThank you. Any suggestions how I can change this? When creating the listing I chose GSP as the international shipping option. I have tried revising the listing to check, and GSP has been selected.

Mentor1 month agoI looked at 1 of your items, you haven't stated postage to Japan, neither is lt listed for GSP.
You need to work out your own international postage and invoice buyer.

As far as I know Japan is a destination included in the GSP
