Bought an item that said it can be shipped, but cannot pay because ebay says the item cannot be sent | Member To Member Support

So I just won an auction that I though can be shipped to my location, I remember reading a message that said it can be sent in the postage. I don't remember what it said exactly but I bid for the item and won. Ebay wont let me pay unless I change my address every time I go to the payment page, the seller says they can ship to my location. What can be done here? Thank you
