Bought a pre-release item, listing gone, not contact from sell and no item delivered

I ordered some Pokemon Cards that were a pre-release from the Pokemon Centre that someone had obviously ordered and sold on. A lot of people do this, it's very common. I ordered back in December, to be officially released in April. The seller has 100% feedback and a lot of it, so I trusted them. I checked up on the listing a few months later, but the listing had gone, while it was still there in my purchase history. I attempted to contact the seller, as I'm not very familiar with the process, asking if the item would still be delivered. But I didn't get a reply. When I attempted to look at the listing on my 'Purchases' again, there were no options to ask for a refund anymore. I contacted the seller again, and again was ignored.
I unfortunately couldn't ask for a refund from my credit card because they required me to wait until after the release date. I did this, and gave a few more weeks as it would need to arrive at the seller and then posted, but still no update on the listing in my purchase history and no items arrived.
I've been attempting to inform ebay about this, after raising a request with my credit card to get a refund, at least to let them know that this user appears to be scamming people - I don't know how they're doing it, but they must have figured out a way to remove the original listing to bypass feedback / reports / etc. Although there doesn't seem to be any decent way to inform a human anymore, as the help function is automated and useless.
Anyone know how to report this?

Mentor2 months agoPre orders on ebay have to be sent within 40 days.
You have 30 days after delivery to open case, so too late.

OP2 months agoIf that's the case, has the seller broken a policy?
I've got a refund from my credit card company, but the concern I have here
is that this user and others like them, are selling items they shouldn't be.

Mentor2 months agoYes they have broken a policy. You could report them but ebay still won't refund you after the money back guarantee has expired.
