if i purchase a phone and it gets blocked or black listed can i recevie a refund

If it's not as described for any reason you must open a return using that reason within 30 days of delivery to get a full refund via ebay.

if the phone gets blocked after 30 days what recourse do i have

You'd have to contact your payment provider to try and get your money back so make sure you use your credit card.
