Bid price different to checkout price

Hi all

I made an offer on an item that was accepted, for $31. But when I click to checkout the price changes to the original which is $37. This does not include any postage fees. The buyer says it tax etc....

does this sound correct?

As you quote $, I assume seller is in USA.

You will pay 20% VAT to import to UK.

So $6 extra looks correct.
