Best category for used LEGO incomplete sets?

I have some incomplete LEGO sets to sell and the categories are

1. Complete sets and packs.

2. Bricks, pieces and parts

I see some people put the set is the complete category but put in heading "Not complete".

Can I do this and make it clear in description or I am leaving myself open to someone making a complaint?
