If you're the buyer and have had a return request refused by the seller it's possible you used the wrong reason. Something like "doesn't fit" is classed as "change of mind" which sellers can refuse. If an item was not described correctly you have to use "not as described" which sellers cannot refuse.
Anyway, eBay won't normally reconsider a closed return but no harm in asking, if you can get through. Click on the help link at the top of any page. Select any topic then scroll down to Contact Us and get to automated assistant. Ask to speak to an agent and repeat until it passes you to a real person.

You can only ask ebay to step in 3 days after opening a case of some sort.
If you messaged a seller and if no response or request declined, you cannot ask ebay to step in.
