Ok, first off nobody from eBay is likely to read your post - someone from the Community Team might but even if they do they won't be able to do anything about it. They might tell up to clear cache and cookies, try another browser or try incognito mode but that's the stock answer for every single problem.
Secondly - and most importantly - there is nothing anyone can do about it. The App pop-ups are embedded code and there is no way for an individual user to disable them. Sorry, but you'll just have to live with it.
If it's any consolation you are not alone; the pop-up appears on my screen fairly often (sometimes I get both the £5 and the £10 offers on the same day). You don't have to get rid of the pop-up by clicking on the 'X' though - just tap your cursor anywhere on the screen and the pop-up disappears.

OP1 month agoI know to tap on anywhere on the screen to get rid of it, but it must be an annoyance to many ebay users. W e can only hope they get it into their corporate heads.

As it's embedded code there is unfortunately nothing which can be done to permanently prevent the pop-up from displaying. It's almost undoubtedly an annoyance to many users but eBay most probably think it's a proactive way of promoting the App, though as I don't even own a smartphone I see it more as badgering people into downloading it.
It's just as irritating as the 'Sign into your account' on the BBC website. I do not have and have no intention of having an account, so whenever it appears hit the back arrow and then carry on without the sign-in pop-up appearing again.
It's just one of life's (many) irritations. I am mildly amused by the level of programming competence on eBay but if it really annoyed me I'd just stop using the site.
