You would have to open a return request within 30 days of delivery. In your case item not as described so seller has to pay for return.
If outside of 30 days, you won’t get anywhere with eBay. Unless the seller themselves is willing to accept a return outside of that timeframe (some businesses will) then you’d have to go to your payment provider
