·1 year agoCash on collection only isn't possible is it? I thought the seller has to give the additional option for the buyer to pay through eBay?

I just wanted to update my response and confirm, that for items offering a local collection, it is not possible to set up a listing for cash on collection only. The seller would need to offer buyers at least one of the approved electronic payment methods. And in cases where buyers paid online, they would be able to open the eBay money back guarantee case.

are you saying that if i believe my item is excluded from GPSR but is in the collections section and i put no information in the GPSR section you will still allow me to sell it?
I know its excluded so im not after legal advice but like many people we need to know that ebay will still let us sell it.
Once sold , it will comply and have the correct CN codes.

There was a post this week on the boards where a buyer had bid on a collection only item and won. They paid for it and then decided that they did not want (need ) the item. The seller ( private) declined the refund stating that they had entered in to a contract to buy and collect the item.
Two replies to the situation, told the buyer to open an item not received case, one said that they could try their payment provider for a chargeback if this didn't work.
If feel that this is dishonest and abusing the MBG as the buyer had not collected the item willingly.
I would like your thoughts please as I'm interested in Ebays point of view on this matter in case it happens again. (maybe to me on my private account). I know I would not be happy with a chargeback!

This is a tricky one, I'd like the item number to look into the case to see what actually happened and see what was the best thing to do.
Normally, cash on collection only wouldn't be protected by our Money Back Guarantee, but the buyer would have to meet the seller personally to collect the item and pay. If this buyer paid already, but didn't collect the item, I am presuming that the listing was not set up for cash on collection only, which means that they could file an item not received case in order to get a refund.

I there any update please ref the issue I reported on here on 10th July with reference my shop search bar not working correctly. This is still doing the same thing. I enter a part number and it comes up 1 item found, but the picture or details do not appear.

·1 year agoHello! I am a new eBayer, and recieved my first purchase this morning, but I was disappointed, and now after spending hours trying to deal with it, frustrated. So I wanted to see if anyone could please help me.
I bought studio speakers, advertised as 'new', but when they arrived, there were clear signs of damage, with a bashed corner (looking like it had been dropped), and scratches and a noticable scuff that has torn through the plastic casing of the left speaker. Also, there are missing contents from the box, with a missing cable (for connecting the speakers to my device) as well as foam isolation feet that the manual says should be included. Therefore, I was left disappointed when recieving the supposedly 'new' speakers with unadvertised damage and missing contents.
I still wish to keep the speakers, but wouldn't have bought them at the price I did if I knew the condition and missing contents, of which I will have to pay for now separately. As a result, I have recently contacted them, requesting for a partial refund.
But now I am frustrated with the seller, as when I was trying to figure out how to contact them to request a partial refund, I discovered that they have left a review on their page, FROM ME, despite me not ever giving them feedback. "Quick response and fast payment. Perfect! THANKS!!" - Is the review they left themselves under my name, despite me never ever saying that... They have 98.5% positive feedback, all with comments similar to the one they faked of me. So now I feel confused and scammed in a way.
So in summary, I was sold 'new' speakers, but recieved them with damage and missing contents. So, I wish to keep the speakers, but recieve a partial refund to compensate for the unadvertised damages and missing contents which I now need to purchase separately. Upon trying to contact the seller, I found out they gave themselves a fake positive review under my name, leaving me confused and angry.
I am sorry this is such a long message, but for my first time experience on eBay, this really isn't what I expected. So I'm curious to hear about what you think of this situation. Is this normal to happen?

While we hope that all transactions will go smoothly, in case of any issues you are protected by eBay money back guarantee. You'll just need to open the case and let the seller know about the issue.
In the purchase history beside the item on the right hand side 'More actions' > Return this item > select 'Doesn't match description or photos' > Next > Add details of the issue and 'Confirm return'.
Seller will then have 3 business days to resolve this for you. They will need to facilitate the return or provide another solution. If you don't get any help within the 3 business days, you'll be able to escalate the case to eBay.

·1 year agoI'm sorry to keep harping on about GPSR but I sell used books, sheet music and sewing patterns. None of these things appear to be on the excluded list, but nobody seems to be able to tell me if I will need manufacturer info and safety instructions if I sell into the EU for these items. (This is not going to be possible) It seems incredible that I would need this, but they are not mentioned anywhere in the GPSR documentation. So could you please clarify for me.

·1 year agoSo for several thousand individual items, many produced by companies that no longer exist (but they don't qualify as antiques, or really as collectables), I need a contact in the EU and safety instructions in 10+ languages. For products that don't come with safety instructions anyway. Have you ever tried to write a safety manual for a piece of sheet music or a book?

I'm not aware of any plans for eBay to automatically apply any blocks so you will need to manually set them up once GPSR goes live.

·1 year agoTwo weeks ago I wrote on here about having had bidders blocked by my buyer requirements for too many unpaid items, and appearing on the activity log as blocked, then going on to successfully bid and buy the same item on the same day. I asked how this was possible? How are buyers circumventing this useful piece of seller protection? I have not exempted them - my exemption list is empty. I know they are the same buyers because their Member Since date is the same, their feedback score is identical on the day and they are bidding on the same item on the same day. It cannot be a coincidence.
You may say, well they paid this time so it doesn't matter. But it does. One of these transactions resulted in me getting my only and entirely unjustified negative feedback, from a buyer who claims to have been unhappy or disappointed on seven out of her last ten feedbacks, though only mine and one other on red dots - the other complaints were left on green dots. I know the feedback doesn't strictly have anything to do with unpaid strikes, but it may indicate a problem buyer, and if the system had worked as it should I would not have the negative.
I was advised to contact customer service about this, which I did. The only response I have had was a link to request removal of the negative feedback. That would be nice but it's not really the point. The item numbers which slipped through the buyer requirements net are 145863305678 and 145859708421. The second of these sales is also now a problem. The buyer has started a return for a non-existant fault and I fully expect to get the item back in perfect condition.
Two sales that should never have happened if the system had worked correctly have become the only two problem sales I have had in a long time.
So again I am asking, please, how is this happening and how do I stop it?

I've just got an update on this, and I've been confirmed that the blocked buyers managed to place the bid/order right before they were added to the blocked list, which is why they were able to place the order. They double checked your account to make sure there is nothing wrong with it, and they didn't find anything either. So, this shouldn't happen to you again going forward.

·1 year agoIs there any change the community team could relay a message to eBay UK about a broken link in the "Contact us" page at https://www.ebay.co.uk/help/eua?id=5190? There's the link "Hard of hearing or visually impaired?" that only redirects to the customer service main page.
My account got locked while trying to renew access for the automatic bidding tool HammerSnipe to my eBay account, and now the only way for me to get full access back is by contacting the support. Sadly, the only way to get in touch with someone seems to be over the phone, which is not possible for all of us. I was hoping the link would actually provide a way to communicate in writing with a person, but, as it turns out, it's broken.

Yes, I'm signed in. Even tried with three different browsers, and now all of them seem to redirect back to the eBay landing page with "Error page | eBay" as the page title.

I know you will be inundated with various questions regarding the GPSR regulation coming in, but what is the answer when someone asks, they sell say vintage toys well over 30 years of age, where the Manufacturer no longer exists, what are they meant to put in the new Item Disclosure section.
Others are concerned why would a Manufacturer reveal where they source items, surely then the person asking could go and buy their stock direct then from the Manufacturer's source.

We've addressed this question to relevant teams as well and the answer we were given is the following:
The law does not provide any exceptions for products that were made by a person/entity that no longer exists. Please note, however, that products that were first supplied for distribution, consumption or use on the EU market (in the course of a commercial activity) prior to Dec. 13, 2024 are exempted from GPSR, as long as they are covered by the current product safety directive and comply with it. See article 51 GPSR.
There are also some categories excluded, and you can see the list in the FAQs on the GPSR Seller Center page.

·1 year agoHi, I listed a car for sale as Buy it now' with a 'Best offer' option. The car sold, but the buyer kept messing me around changing collection dates, and then stopped responding. So I advised them I would be relisting the car. In this time ebay had actioned the £14.99 listing fee and £25 selling fee. I cancelled the order stating non-payment (as buyer hadn't paid and never turned up) and I relisted it. However I have only received a refund of £9.71. As the buyer didn't pay I would have expected full refund of the selling fee.
The car is still showing as a sold item, despite me relisting it, and it's appearing as a current item. Though the sold item states it is successfully cancelled. I don't appear to have been charged another £14.99 listing fee. But should I not get the full £25 refunded? Would appreciate your advice.

The £14.99 insertion fee is not refundable, I'm afraid, which is why that wasn't credited. Also, the final value fee, was credited as expected. However, please note that you owed £14.99 due to the insertion fee, so when we credited the final value fee (£24.70 - please note that the 30p per transaction fee is no refundable, that's why we credited £24.70 and not the full £25.00), we deducted the insertion fee out of the final value fee credit.
24.70 (final value fee) - 14.99 (insertion fee) = 9.71£, which is what you received.

So my account is showing that I owe £39.99. With the £9.71 refund and the 30p transaction fee removed, I still owe £29.98 which I now assume is for 2 x insertion fees? Why do I have to pay twice if I'm only relisting because someone decided they couldn't/wouldn't go through with their commitment to buy?

·1 year agoMany items in the collectables section are excluded from GPSR regulations looking at the EU’s definition. Can you provide a timescale for when ebay will communicate what action sellers need to take to update listings that are excluded from GPSR to continue selling these to the EU.
I feel having no timescale is unacceptable.
Providing a timescale will help manage our expectations and allow us to focus back on our businesses. Currently many of us are looking to block the EU and NI as a shipping destination and it is affecting our decisions regards buying stock to sell on ebay that normally sells well in the EU as we do not know if we will be able to sell it as of December so the sooner we get this clarification the less it will disrupt our businesses.

I have read the comm regards GPSR and thats the problem, it does say antiques are excluded, however many of the listings that are antique fall under the Ebay collectables section because thats how ebay set the catagories up, for example most of our listings are antique but come under the collectables section. So for antiques ( items over 100 years old ) that are listing under the collectables section what action do we need to take ?

·1 year agoJust to clarify re GSPR are you saying if an item is over 100 years old so therefore antique as per EU guidelines and it is listed in the the collectables section and in item specifics it has is it antique ticked " Yes " and the date of manufacture is input in item specifics ( again over 100 years old ) will that be excluded ?

I wouldn't be able to provide you with more information then in my previous response. Sellers need to determine for themselves whether they need to add this information to their listings when shipping is offered to the EU. Unfortunately, eBay cannot provide legal advice and the answer may depend on different factors particular to the seller and the item. All Sellers can provide GPSR specifics in the item disclosures section and in their item description.
