The International postage where eBay are IOSS does not work properly.
eBay have been doing this since 1st July 2021
This has been wrong since 1st July 2021
I first told eBay about this on 2nd July 2021
I have lost count of how many times I have spoken to eBay about this, on the phone, on live chat and on here.
It is still wrong and has been wrong for more than 2 years and by now, probably affected several million transactions, if not several hundred million transactions.
eBay are knocking the VAT off the transaction for those that are in the IOSS system, where eBay become VAT controller for the transaction.
Where they go wrong is, they originally knocked the EU VAT rate from the UK sale, from the spoils they gave the seller.
So if an item went to Ireland and was 23% VAT, instead of knocking 20% VAT off what they gave us, they knocked 23% off and gave us the rest, less several different fees.
Same was true to Denmark, but knocking off 25% instead of 20%, as they have a 25% VAT rate.
At some point they seem to have corrected the amount it took off the item, but no amount of asking eBay to restore the wrong transactions led to anything being done, so we got left short changed.
It does however still not work, as it turns out that they don't know what they are doing.
The reason they don't know what they are doing is because they are knocking VAT off something that does not contain VAT.
If we have a postage rate of £12 to France or Germany or where ever, that is the rate.
There currently is no VAT in any international post.
There has not been any, in any postal or courier service from any provider since 1st January 2021
eBay however knock off VAT at the buyer's rate from that aforementioned £12 and give you wrong amount, less several different fees.
eBay became IOSS on 1st July 2021 and have been continuously doing this wrong since then.
So your first problem is that they are knocking VAT off something that does not contain VAT.
Your second problem is that they are knocking off a different VAT rate than is applicable to the transaction or the UK at all.
I have asked and asked for them to fix this and to date, they are not even acknowledging the problem.
One eBay colleague just said, increase the price to cover it and then it will be right when we knock the amount back down. Seriously, this is what I was told, to change our prices to counter the mistake they were making...
Yeah, well when it comes to misappropriation of VAT, I'd rather not join in if that is okay with all of the other parties involved.
This is a transaction showing the advertised postage rate, then the shown rate we got in the transaction which is clear as day 16% less, because of 16% VAT in Luxembourg


This is again basic programming that does not work now and never has worked for more than 2 years since it was originally implemented.
Question:
Can someone explain why this was never fixed and tell us when they will fix it?

I've just got an update on this, please see below.
eBay’s tax methodology is to remove the VAT at the rate specified by the seller on the item, and then add VAT based on the delivery country.
The logic for this is that if a seller has listed a VAT inclusive price, then they no longer are responsible for the VAT and instead eBay has to take responsibility.
Example:
VAT registered Seller lists item GBP100, and indicates that they have applied 20% VAT. As the UK works on an inclusive pricing, this means GBP100 is the VAT inclusive price (100% seller revenue + 20% VAT).
We impute UK VAT out at 20%, giving seller revenue of GBP83.33, VAT of 16.67
We then calculate the VAT payable by eBay based on the delivery address e.g. 23% based on IE buyer address. So buyer with an IE delivery address will be charged 102.50 – 83.33+IE VAT 19.17
It is for this reason we ask VAT registered sellers to provide the VAT rate that they use in their pricing when listing items; if the seller provides a different VAT rate (e.g. a rate of 25% for Denmark) then we impute that rate.
This is the logic that has been in place since 1 January 2021 for the UK and 1 July 2021 for the EU.
Regarding VAT on postage, Royal Mail (or a similar universal postal operator) does not charge VAT. However, the seller wouldn't be a postal carrier and so is required to account for VAT on their postage charges. Our logic therefore assumes that a seller's shipping pricing is based on a VAT inclusive price for postage also. HMRC have some guidance here which may be of help.

·2 years agoIt would be nice if we could have a postage selected on the orders page for when customers upgrade postage as at the moment there is nothing to say postage choice. So it is impossible to say which order has upgraded postage unless we click on each one individually.
For those who don't use ebay labels we need something we can see from the orders page if this can be passed on

·2 years agoWhen negative / neutral feedback is received, eBay always encourage sellers to respond so other potential buyers can see 'our side of the story'. However, responses to feedback are not visible on the app.
Is this going to be resolved any time soon?

·2 years agoRe accounts and promos it is obvious that something changed in February as my accounts that received fvf without fail stopped and CS have checked and nothing wrong or changed re my performance and too many have had no promos since February. I keep getting promises of emails and escalation to techs that never come. If there is a policy to reduce fvf promos then fair enough but to give them to others without fail is discriminatory especially when absolutely no difference in account or performance. To try saying random is disingenuous.

Promotions are distributed by our marketing teams. These promotions can change based on the market, time of year, types of accounts and many other factors in this ever-changing ecommerce world.
Although it may seem random these are business decisions made by eBay teams but due to the nature of marketing we have no way to predict when and if a seller may get one and we would not want our sellers to make business decisions on aspects we cannot guarantee.

·2 years agoDave also said last week that due to eBay having another technical error in relation to eBay not knowing about the august bank holiday that any neautral or negative feedback about late delivery, for items placed around the bank holiday, would be removed.
However this is not the case as they have stayed, when will these be removed as promised?

ebay says it's committed to small business sellers, and that would be appreciated if it was more visible.
The phrase on private sellers listings stating consumer rights is all very well. How about telling buyers who they are buying from ?
Other marketplaces promote their small business sellers with logos and the like. The 'registered as a business seller' is quite insignificant, although I understand a legality.
I don't expect you guys to have the answer to this, I just like to ask for a more positive approach to advertising your small business sellers.

Thank you, eBay are always working to promote small businesses in any way we can. We do work with small business Britain to host live events, trainings and to work with them to get more information on how to support small businesses. Small business thinking is also reflected in our advertising, and will be moving forward.
If you have a shop on eBay we recommend adding your branding to them and using promotions to do markdowns that are brand specific.
We always want to do more in this space, so please don't hesitate to share your suggestions on the boards.

I have to raise this again and again along with other users but the estimated delvery dates shown to buyers are unrealistic and leading to confrontation and me losing money.
Why are you showing a 2nd class item arriving on the same day as a 1st class item and also the same as a special delivery item?
Royal mail advise 2nd class is a 2-3 working day service but you are showing 1-2 working day this is the same esimated delivery date as both 1st class and special delivery.
It is extremely unrealistic to advise buyers that a 2nd class item will arrive the next day not even Royal Mail themselves advise this so why do eBay feel the need to lie to buyers?
Do not fob me off again with this dynamic delivery rubbish as it is not a true reflection of the post, how can eBay say how another organisation is working and going to work in the next 3-4 days?
Please just put realistic delivery dates on items it makes it fairer for both the buyer and seller

·2 years agoHow dare you suggest i am not dispatching my items on time. I have a 1 working day dispatch so items are dispatched the very next day, im not sure if you know how delivery works but i don't actually deliver the items it is Royal Mail.
So maybe if Royal Mail arent meeting the delivery dates you advise, you ask them to speed up.
Your delivery dates are unrealistic and not what Royal Mail advise, that is the issue here not me and not Royal Mail but Ebay.
I am not the only seller who raises this issue many many sellers have raised this issue but you brush it aside as you dont have to deal with the angry customers. Who's item has not arrived the next day after dispatch as this is when you say it will arrive, which is impossible when i use, display and advise it is sent 2nd class post.

Royal Mail allow 10 business days for delivery, they will not consider an item as lost until the 10 days is up - so if an item doesn't arrive within the 2 days being estimated by eBay, its still within Royal Mails delivery estimate; their 'delivery aim' might be 1 / 2 business days, depending on the service used but its 10 business days for delivery by Royal Mails timescales.
It states the following in eBays Feedback Removal Policy:
What are the guidelines?
Automatically removed
We automatically remove defects, adjust your late delivery rate, and remove Feedback when:
Does this mean that negative / neutral feedback will be removed if the item arrives within 10 business days of being posted, if the buyer leaves negative / neutral feedback stating the item hasn't arrived by eBays estimated delivery date?

The feedback removal policy states it would be removed if it's delivered within the carriers estimated delivery time. If the carriers estimated delivery time is 10 days and it's delivered within 9 days, why would that not qualify for removal? I appreciate that eBays estimated delivery dates would show differently, likely the next day (or same day, thanks to the dynamic EDDs) but the removal policy specifically states that it's the carriers estimate which is taken into account.

As advised before, if the item is not delivered within the EDD shown on eBay, and the buyer leaves a negative feedback saying it was late, that will not qualify for removal.
Buyers are able to express/share their thoughts and experiences with each transaction, which is what the feedback system is for, if this kind of feedback is removed every time a buyer express their experience or thoughts, the feedback system wouldn't be trustworthy, and we take the feedback system very seriously as it is a key feature for buyers when purchasing an item.

Could I then ask in what scenario feedback would be removed, if it's delivered past eBays estimates but within the carriers estimates? It does state in your own feedback policy that this would be the case, yet you've clarified it wouldn't be removed - so perhaps the removal policy needs to be revised if this isn't actually the case?

If the feedback says "late" only or something similar like that, the feedback will not be removed in any scenario. The reason why is because the buyer is given an estimated delivery date, which would be for example, 06/09/2023. If the buyer doesn't receive their order by then, it would be understandably late for them. Removing that feedback wouldn't possible cause the buyer it is stating that it was late, when it was as per the EDD, that's why it wouldn't qualify for removal.

But in the world of reality it isnt late however eBay feel the need to punish sellers for something that is out of their control.

·2 years agoHi, I usually buy my postage through EBay, Tracked48 parcels and drop at post office, this morning I noticed you had changed the prices to £3.29 for collection and drop off, however if buying through Royal Mail they charge £3.45 for drop off, can you confirm the new price displayed for drop off is correct? And that this service can still be dropped off at post office?

·2 years ago@nicme_9294 The price difference has absolutely nothing to do with eBay offering discounts. When the Tracked 48 services were introduced earlier this year POs accepted them even though there was no agreement with Royal Mail to do so (for info and in case you don't know POs receive an agreed amount for each piece of mail they handle).
An agreement was recently made whereby a PO recieves 16p for each Tracked 48 parcel handled. Whe you purchase the postage initially you pay £3.29 but that's for a RM collection: if you then drop it off at the Post Office you will be charged an additional 16p, which will be paid using your original payment source after the parcel has been dropped off.
@marco@ebay Perhaps the Community Team could note the above so that they don't give out incorrect information in future?

·2 years agoAlso as many ebayers only list when a fvf offer due to low value items they are storing listings in unsold or drafts. After waiting 6 months for an offer there is a risk listings can be deleted by ebay. Sometimes people can misacalculate and fall foul of the 90 day inactive listings and have them deleted. Is it not possible to store deleted listings for just a few days so accidental deletion can be retrieved? I lost 200 listings and a day later no chance of retrieval so those will no longer get listed on ebay in 'hope' of some fvf offer.

If a listing has ended or has been ended by the system it will move to your Listings > Ended section in your seller hub. They will remain here for up to 30 days in case you would like to list.

·2 years agoWhat i mean is listing stored in the unsold/ended folder. They are removed after 90 days and all details lost. As said a timing mistake or some emergency preventing relisting or transferrig to drafts means the listings are instantly and completely lost. Deleted listing used to be retrieved if accidental but now they are completly lost. Just asking if ebay could not consider making them retrievable for up to a week or sending an email or message saying they will delete all listings in 24 hours. Mistakes happen and seems ebay do not help sellers.

90 days is the maximum time the site can hold this information and there is no ability to extend this.
We recommend for all sellers to review their seller hub weekly and monthly for listings of this nature.

·2 years agoSome time ago on the weekly chat I suggested having a tick box for craft patterns (knitting/crochet) to show if it was original or a photocopy.
I was told the usual - no plans currently, pass it back to team for future review - but it was suggested that I could add my own item specific (not very helpful if I'm a buyer, rather than a seller!).
Out of interest I ran a search for 'original knitting patterns' the other day ... and found a load of photocopies in the return, simply because some sellers are using the IS to put 'This is a copy of my original pattern'.
How is this allowed? If it's a copy, it's a copy, using the word 'original' is keyword spamming (no point reporting, because there is no option to say what the spamming is).
Can I list a replica football shirt, as long as I put 'This is a copy of my original shirt' in the IS?
Or a bootleg DVD/CD? Or work of art?

If you have added a specific a buyer can search for that term and they will be able to find the listing, they just cant filter by that term.
A replica shirt may run the rick of being removed if the the rights owner does not allow replicas to be sold. This may also be the case with knitting patterns but this would be down to whoever is the rights owner for the pattern. You could reach out to the owners of the patterns and they could advise if this practice is allowed.

I'm talking as a buyer - I want to buy ORIGINAL knitting patterns, I don't want illegal copies.
If I am searching for a first edition book, I do not expect to see something come up in my searches because the seller has put 'this is not a first edition'.

Its possible that there could be no trademark for these patterns and its OK to copy them. You can also report these listings and the policy team will review them to check if the listing breaches a policy.

Please tell me what to do ? I have a 99% drop in sales again this month.
I ask for help, and only rarely get automated responses that are useless, not relavent at all.
I have seen my impressions drop from 4 million a month to 30 thousand !! so no wonder I have "no sales" down from £2k a month to £35.
WHY are my items not visible, and not selling ? only thing I am not doing is the pay-per-click promotion, as there is no way I'm wasting £1 a day on a £7 item, only to find it doesn;t sell after a month.
Please Please Please don;t fob me off, I have bee using ebay for 21 years, know it well, know the marketplace ( indeed have been using alternative outlets, this summer, always outperformed ebay with same stock, so...it;s NOT the stock, NOT the economy, it is one thing. ebay.
so please tell me what to do to get my ebay sales "turned on"

·2 years agoHi can ebay explain how a large number of ebayers have not received the fvf promos some get every fortnight without fail? Since February a large number of accounts have experienced this and CS has an assortment of excuses.

The fvf promos are usually automated. When a promo is set up the account requirements are entered by the team responsible for the promotion. The system will then find any accounts that are eligible and mail them.
Unfortunately there isn't a definitive answer I can give because it depends on the requirements set out by the promotions team.

When a promotion is announced the team will post a link to the requirements. We don't have access to the details of upcoming promotions and we usually wouldn't post the details before its live as if there were changes made some accounts may not be eligible because of the revision.

·2 years agoI have been told there was a glitch sorted now, that is is completely random which it isnt, i have been told ebay decided too many listings were made during fvf promos which resulted in less buying! so they reduced them. All ebay have to do is a blanket fvf offer to all private sellers then if the February sellers dont get it we know there is a flaw in the system. It is too much of a coincidence that a large number of sellers have not had offers since February.

Im not aware of any tech issues with promos, its possible there there was one in the past. There is usually a budget for these promos so it may not be possible to send a blanket invite.
