Sellers borrowing money from buyers!

I've noticed that since faster payouts for sellers the number of sellers that do not post the item has increased.
Seller can list an item, it sells, next day seller withdraws the cash and does not ship the item.
The buyer is going to ask where's my item, seller replies with an excuse about shipping company or demand is high etc
The buyer sends another message a few days later, seller ignores it
Time runs out so the buyer starts an 'Item not received'
Now the sellers got another 3 days before Ebay issue a refund.
Ebay thinks this is ok as the buyer is protected and gets a refund.
I do not think this practice is ok, the buyer has lost the use of the money for a week or more.
Ebay are doing nothing to stop this.
There is another thing, Item location policy is being ignored.
A.I scans the ad and dismisses any complaint when it's clear the seller does not have the item and it's coming from China but was listed with 'location Oxford, or Epping or anywhere but it's real location'
This platform is going downhill !!
