Seller said they will refund a collection only item due to me not been able to collect,but no refund | Buying

My mistake, I clicked a collection only item and clicked to buy, once I had spotted my mistake around 2 minutes after making the purchase, I messaged the seller and explained my mistake and would they be able to post it instead...they said sorry no, but I shall refund you. So I sent a cancelation request via eBay which still shows as pending, two days later, the seller said they have been paid and it does not sound like they are now willing to refund me....I have not collected the item, or clicked to request the collection code or sent the collection code to the seller...so I am unsure why they have been paid. How will this be resolved if the seller does not refund me, can I ask eBay to step in after x amount of time, so that I can be refunded, If needs be I would be happy to call eBay customer services, as the seller, in the messages, said yes they would refund me....but no refund and a lack of willingness to refund me now seem evident.
