Seller has vanished

I bought a book on August 13 2026 and was told to expect delivery between 10th and 22nd September. I even got an email on 22nd September telling me delivery was expected that day. No delivery was made and the seller has disappeared. When I went to contact him/her I get the message: "Unfortunately, this user is now inactive and no longer eligible to receive Feedback".
It's a relatively small sum of money, but I'm concerned that someone can list an item, take my money and then withdraw from ebay. Any suggestions?
