I accidentally ordered a phone that only works with the O2 network! I canceled it right away, but the seller isn't giving me my money back. What do you think I should do?

What happens next depends. If the seller simply doesn't send anything - then you have to wait until the last estimated delivery date has passed then open an item not received case with ebay. You then normally have to wait to see if the seller refunds, if they don't - ebay will give you a date at which you can ask ebay to step in who will then resolve the refund.
If they send something, it depends. Given its a change of mind, if the seller is a private seller and doesn't accept returns then you will just have to sell the phone on yourself if what you receive was as described.
