Have you opened an item not received case for this as not sure why a partial refund would be offered for no item received. We are unable to check cases here so you will need contact customer support through here. Click on contact us at the bottom of the page> select your options for buying and item not received. Then when the chat option appears on the left you can use the chat option or type in speak with an agent.
