Yes, it seems to be items that have more than 4 bids. Auctions don't seem as popular as they used to be - apart from those categories that will always be popular - so obviously anything with a few bids is deemed to be a noteworthy event these days... 🥳
I'm not a big fan of eBay adding little comments/notes etc to listings, and 'Hot Auction' is a bit of a silly phrase, imo... 🙄
