Daylight robbery - Sellers allowed to get away with not refunding

i got a car part . the vendor confirmed it was the correct part.
got the part, mechanic tried to instal it - it was the wrong part.
shorted the electrics.
so - needed to buy the part elsewhere, and had to pay for expensive electrical repairs
vendor would not answer questions. kept blanking me
just said to return and they would refund, but would not pay for damages.
i returned the part, tracked. I followed up with an email after it was received .
they refused to pay either the part or the postage and said it was outside 3 months!
why does ebay let vendors off with this type of theft?
the route to get "support" is not available from ebay.
