What instalment system. There isn't one.

Any buyer who splits the payment automatically gives up the right to the Money Back Guarantee, not a very wise thing to even consider.

There's no such thing.

Buyers have to pay the full total amount for their items at eBay checkout.

There is no option to pay in installments on eBay

There is a way - I believe - that the buyer can apply for a credit card from Paypal at checkout and split the cost that way but you will get the total amount as usual when paid.

@kenb2520

Your buyer may be referring to PayPal Credit:

https://www.paypal.com/uk/webapps/mpp/paypal-virtual-credit#interestOffers

I am not sure how it works but I think your buyer must set it up with PayPal before they can use it.

When the buyer pays, you receive the full amount from PayPal, and the buyer repays PayPal in instalments.
