Buyer based abroad, posting to a UK address.

HI, a buyer has just bought an item of mine and eBay has told Paypal to put a 25 day hold on the money already in my Paypal account. The buyer is based in the Middle East but wants it sending to a warehouse near Heathrow airport. I'm a little suspicious, anyone have any thoughts on this? I've looked through scams and I'm concerned about chargeback and non-delivery etc. The buyer has 100% feedback on ten items through purchases this past month only, he joined November 2017.

What do you want with replies?.

We do this in out own time

if the put a UK address then you send it there and make sure it is tracked

Sorry, the column was kudos not replies, it looked like no one had replied to any question, not just mine. My problem is resolved due to fact Royal Mail refused to accept my item. Does Paypal keep their commission even if the transaction is cancelled?

Generally speaking, as long as you send an item to the address given when the buyer pays you are covered if you can show that the item was delivered to that address. It's not unheard of for a buyer to have their purchases sent to an address which is used to forward all their goods to their home country.

Why did Royal Mail refuse to accept the package?

The item was a vintage (old) mobile phone that used a certain type of battery, they would not take it due to used battery restrictions.

You get your paypal fees back 20p
How have you dealt with the problem?.
If you just refund through paypal then you will be paying the ebay fees and a defect on your account

At the moment it looks like Paypal have kept the £19.91 from the transaction. I cancelled through eBay despite not having an appropriate cancellation option. I followed eBay's instruction from their chat advice. I told the buyer why I couldn't send the item, he understood.

If the buyer agreed to the cancellation then you choose Buyer and I agree to cancel and you allow ebay to refund the payment from your paypal.
The buyer may be asked to accept the cancellation.

That does not sound right.
Not sure what you mean when you say Paypal have kept £19.99.
What does it say on the original payment
It should say Refunded and it should have been refunded in full except for the paypal fee.

Sign into paypal yourself and check the information on refunding a paypal payment

The £19.91 was the Paypal fee, taken from the gross. The net amount was refunded to the buyer.

You are a new seller it is standard now for money to be put on 21 day Hold as a Security Measure (Not 25 days, where did you get that?). This will be lifted when you have a good record as a seller.

This has nothing to do with the buyer, it is part of the system, and so long as you have received the money, even if held you should post, but use tracking, that is the only way to have any seller protection.

Well, joined in 2001, but because I haven't eBayed in a while, they put a hold on. However, things have changed and the item couldn't be sent. Please see other posts in this thread.

Unfortunately when you edited your question you removed the part that said that Royal Mail had refused to accept the package.

John's answer is accurate. It responded to your edited post. I'd just like to add that eBay didn't tell PayPal to put a hold on the payment - it is simply policy for the protection of buyers. You can read about it here:

eBay did tell PayPal to put a hold on the payment, they told me so on the phone.

So, do Paypal keep their cut when the item was cancelled and money refunded?
