    <description>&lt;P&gt;Hi - I've used ebay in the past as a buyer but never as a seller. I posted an item online for sale earlier this week and found that I was getting e-mails from people that appeared fraudulent e.g. asking for paypal accounts and names to be sent to outside e-mail accounts&amp;nbsp;or looking to post to an address overseas (different to their account address).&amp;nbsp;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;I had a buyer for my item this morning. However, they had not paid but instead clicked the buy now button and then asked for more information. What has made me suspicious is that this user has no feedback and their account was only set-up less than an hour before buying my item. I've since changed my site settings to restrict users that might cause me more concern.&amp;nbsp;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;I cancelled the order because I didn't think it was a legitimate purchase. However, I received an e-mail saying that the buyer has 10 days to confirm the cancellation. Couple of questions&amp;nbsp;&lt;/P&gt;&lt;P&gt;1) Is there any way for me to expedite the process of cancellation e.g. by calling eBay to explain my concerns about the buyer?&lt;/P&gt;&lt;P&gt;2) I assume that I will be under no obligation to proceed with the sale - will the fee that I pending on my accounty be removed?&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Thanks for your assistance.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Thanks,&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;&lt;STRONG&gt;Thanks for the replies - I have one follow up&lt;/STRONG&gt;&lt;/P&gt;&lt;P&gt;&lt;STRONG&gt;1) Going forward, will the setting "Have a Feedback score of 0 or lower and no credit card on file" being activated in the buyer requirements setting prevent such users from buying my item (I'm guessing that most fraudent users will not have any feedback).&lt;/STRONG&gt;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;&lt;STRONG&gt;Thanks&lt;/STRONG&gt;&lt;/P&gt;</description>

      <description>&lt;P&gt;You will have to wait 10 days before you can close it, if the buyer declines the cancellation you will Not get your fees back, you should have waited 2 days if they didnt pay opened an unpaid item case instead.&lt;/P&gt;</description>

      <description>You could come unstuck here as "buyer" can decline request to cancel. So long as they do nothing you can close in 8 days.&lt;P&gt;&lt;BR /&gt;

You should really have started an Unpaid Case after 2 days as Scammers are most unlikely to pay, and an Unpaid case can be closed after 4 days.&lt;/P&gt;&lt;P&gt;&lt;BR /&gt;

It is most unwise for new sellers to start off selling High Value Items. They are Scammers Magnets and Scammers target inexperienced sellers and make a Fortune out of them. Much better to start small and learn the ropes and pitfalls, then any mistakes are inexpensive.&lt;/P&gt;</description>
