Not allowed to leave negative feedback

I had a buyer who said they were going to collect an item they bid and won. The did email me and then ignored several attempts from me to arrange collection. I tried and failed to get a response for several weeks.

I opened a case and now am being told that I can't leave negative feedback which is just outrageous. I have read through the positive feedback for this customer and can see a couple of people have had the same problems and somehow were able to leave the negative comments.

Can anyone tell me why Ebay do not allow negative feedback when clearly others should be alerted to a bad buyer.

The theory was that some sellers were abusing the feedback process to leave unfair, retaliatory negative feedback.

The reality is that this abuse of the feedback system by a minority of sellers could have been dealt with in other ways.

I have no doubt that the real reason lies in eBay's public statement some years ago that providing a good buying experience would in future be their first priority. Since then almost the whole site, and especially the feedback and rating systems and eBay's money back guarantee have become massively biased in favour of the buyer.

Buyers are guaranteed nothing but good feedback, regardless of how they behave. They are also virtually guaranteed refunds, as eBay takes their word against the seller's without requiring any evidence. Sellers have almost no rights on eBay.
