    <description>&lt;P&gt;This question has bee raised before but not answered satisfactorily.If someone retracts a bid,leaving someone else as the high bidder,does Ebay inform said high bidder that he is now expected to pay up if he wins the article I can see how annoying it would be,having been outbid,if you just moved on to the next offer,totally forgetting the original bid,until presented with the fact you won the article and owe me £500.00&lt;/P&gt;</description>
