    <description>&lt;P&gt;hi can you block a buyer by postcode. i have a buyer using different ebay ids with same postal address to put bid on my items. this has started since i returned a item from them and left nueteral feedback. i think they are doing this deliberatly . not sure what they hope to gain by there actions&lt;/P&gt;</description>
