    <description>&lt;P&gt;I would like to set up a postage discount rule where I give free postage for 2 items plus purchased.&amp;nbsp; I've found out how to set this up, but my question is, does this only get offered to domestic buyers as I don't want it to be valid for international buyers.&amp;nbsp; I've looked on the ebay help pages and nothing mentions about it not being valid for international.&amp;nbsp; Thanks.&lt;/P&gt;</description>
