    <description>&lt;P&gt;Hello, we've been on ebay many years but the number of non paying bidders and even those saying they were not happy with the item and want a part-refund(!) is getting much much worse. The removal of negative feedback was the turning point and gives these people a way of messing sellers around with no comeback. I know ebay say set up your blocking criteria but with millions of people this is not effective, I have a list of blocked sellers which I keep adding to, but why should it be left to me to do, surely ebay could use this system to create a database to block all these serial non-buyers? BRING BACK NEGATIVE FEEDBACK EBAY! (don't suppose for one minute they will take any notice, but I may try and get this as a feature on a well-known consumer programme - big companies don't like TV publicity like that). Well that's got that off my chest, had to do something!&lt;/P&gt;</description>
