I bought a item that didn't arrived then I open the case and ebay decided to refund me trought paypal but i paid for it with my credit card

how im going to be refunded then

Did you pay directly with your CC or use that to fund a PayPal payment? unless you went through PayPal then you wouldn't be covered by any eBay or PP case and would need to get the seller to refund you directly back to your card.

Find the email PayPal sent when you made tha payment, note the trasaction number, phone PayPal, quote the number and ask them to open a case for you.
