Repeat non payment by buyer

Good evening

please can anyone reassure me that buyers who do not pay are removed from eBay. A buyer did not pay me for an item last week and unfortunately won the bid again this week. On both occasions this person has not paid. I will obviously now block this person but I have missed out on other bids and I want reassurance that action will be taken against this person, there is plenty of negative feedback on their review status but they are still bidding.

No action will be taken by ebay, it is up to sellers to give Non Payers Unpaid Strikes and set their buyer Preferences to Block members with two or more Unpaid strikes.
