Non paying buyer and not responding

Hi I managed to sell some alloys, twice. First time highest bidder at least responded and arranged for pick up, but never showed up. And didn't respond to my message after that.
so I have to repost the item, second time highest bidder isn't even responding to my first request to arrange for pick up, and EBay had already invoiced me for the listing fee.
why are people bothering bidding by then ignore the seller? Both bidders have 100% feedback. ????

what can I do in this situation? Will EBay help? There is no pre set help topic that I can find in the help centre that is related to buyer not responding.

how many times do I have to sell it?

All you can do is use the new cancellation process after 4 days, buyer gets a strike, you get a final value fee credit.

Is a strike like a negative feedback? Or it didn’t do anything to their future trustiness in EBay?

Strikes are hidden but two in a 12 month period means they can't buy from seller's who have set their buyer blocks tightly,.

You mean seller need to block a particular buyer? Or generally the unpaid buyer will be blocked to anyone? Still seem unfair if only limited to the particular individual, because they can do it to other, I.e. seller that didn’t block them.
