Is there a way a seller of an item can contact a bidder on that item

Yes, they can do this. The seller is able to see the bidder's ID, and so can contact them through eBay messages.

Be aware that eBay scans all messages for attempts to evade fees by arranging a private sale. It is not allowed to provide any contact details for viewing until after the auction has ended. Members caught doing this are liable to receive an automatic 7 day suspension.

Thanks for replying, still can't see how I can message the bidder, I've put an item for auction I no longer need and have 2 bidders biding way more than it's worth
