    <description>&lt;P&gt;Hello.&lt;BR /&gt;This is my worst experience on eBay. I bought an item on the 7th of March, the payment went through my account but on eBay was pending. I contacted the seller to point out this issue, and from what I understood, the seller is new. I tried to be very helpful and asked the seller to contact eBay to make sure everything was fine. I received the item yesterday, which was listed as New without a tag and it was Used. So I emailed the seller for a return and refund, and she was fine with it although she pointed out that she still didn't have money in her account, however from my side the item was paid. This morning I found an open case on eBay, the seller is claiming that I didn't pay. I contacted the bank and Paypal and everything is fine with my transaction. How do I appeal?&lt;/P&gt;</description>
