Final Value Fee Refund

Hi , I've recently sold an item that when the buyer received it some damage had occured , they asked for a return and when I contacted them they accepted a partial refund and kept the item . When something similar to this has happened in the past I have had my final value fee adjusted to take this into account . I was told this would happen on a E Bay callback conversation but when nothing has happened I contacted them again and was told I still have to pay the full Final Value Fee on the original price . Has something changed ???

You only get FVF credit when you refund in full.

As you part refunded, pay full fees.

Paypal refunds nothing at all, and ebay only refunds for full refunds.This has been the situation for some months now.
