    <description>&lt;P&gt;Don't know what to do. Item I sold wasn't delivered so I refunded the buyer from Paypal then the buyer opened a case with ebay who found against me and issued a refund so I have refunded him twice! I can't seem to contact ebay and the buyer won't answer messages. What should I do?&lt;/P&gt;</description>

      <description>&lt;P&gt;Contact Ebay from Help and Contact at the top of the Page and explain what happened. Lines open at 8.00 am.&lt;/P&gt;

&lt;P&gt;You don't just Refund from PayPal. That doesn't link to anything you have Sold on Ebay.&amp;nbsp;&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;You ask Buyers to open an EBay Case for Item Not Received and Refund through the Case. You Receive an EBay Final Value Fee Credit.&amp;nbsp;&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Always Add the Tracking Number into Dispatch.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;</description>
