    <description>&lt;P&gt;Hi Everyone.&amp;nbsp;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;I listed a vehicle. The buyer who was winning the auction retracted their bid. The person who was next in the queue, who it then defaulted back to, did not pay attention and apparently received no notification that he was now the winning bidder.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;He won the auction but then claimed he didn't know and has backed out of the deal.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;I received a 'second chance' notification from eBay which I mistakenly thought was an opportunity to offer the person third in the queue. I thought I'd sent an offer to that person to purchase for their highest bid.&amp;nbsp;It seems that is incorrect.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;I have now received a charge for the listing even tho it hasn't sold and I didn't get the chance to re-list.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;I really want to talk to eBay about this but they are not answering their phones.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Does anyone have any suggestions about how I can deal with this, as I need to list the vehicle again but don't want to have to pay twice simply because I misunderstood?&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Many thanks&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Casey&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;</description>

      <description>&lt;P&gt;Go through the unpaid item dispute process to get an eBay final value fee credit.&lt;BR /&gt;&lt;BR /&gt;Read all about it and open one here:&lt;BR /&gt;&lt;BR /&gt;&lt;A href="http://pages.ebay.co.uk/help/sell/unpaid-items.html" target="_blank"&gt;http://pages.ebay.co.uk/help/sell/unpaid-items.html&lt;/A&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;BR /&gt;The non-payer will get a strike against their account, and sellers can set their Buyer Requirements to block bidders with 2 or more strikes.&lt;BR /&gt;&lt;BR /&gt;They also won't be able to leave feedback for the transaction, which is always a bonus when they turn out to be flakey.&lt;BR /&gt;&lt;BR /&gt;Add any non-payer to your Blocked Bidders List.
