    <description>&lt;P&gt;Do I understand new rules correctly - if the buyer does not collect the item after being notified it has arrived and it is returned to me as the seller then I must issue a full refund INCLUDING postage costs?? This leaves the seller out of pocket and with potentially damaged goods as the parcel has been in the delivery system for so long! Where is the buyers responsibility in all this?&lt;/P&gt;</description>
