Hello I listed a car then withdrew the auction I've been asked to pay £11.99 fee.is that correct? Thanks

Listing fees for cars are non refundable.

yes it's correct

you have to pay to advertise a car and the fee is charged as soon as the listing goes live and you have to pay even if you withdraw it from sale
