    <description>&lt;P&gt;How do Paypal justify retaining their commission on refunds without a maximum. It cannot be ralated to cost, it is just profiteering. A refund of £100 will cost you £3.40 and with returns and hence refunds on the up, this cannot be right. Surely a maximum of 50p would be fair.&lt;/P&gt;</description>

&lt;P&gt;They don't have to justify it, any more than they have to justify letting buyers wait for almost six months before letting the seller know that an item didn't arrive. Or eBay has to justify charging a 10% fee on the cost of postage and packing, which they have nothing to do with. Or Royal Mail or all the&amp;nbsp;couriers have to justify their endless exclusions and time limits.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;This is life! Big companies can set whatever conditions they want. Every time eBay or Paypal change the user agreement they message you, with the option to leave if you don't accept it. But you're still here. And so are we. That's why they can get away with it.&lt;/P&gt;</description>
