Late Delivery Period Changed From 3 Months to 1 Year

I send my parcels in sacks via Royal Mail, I had one bad sack that was for whatever reason delayed over Christmas which completely messed up my other wise good late delivery rate, I dropped to above standard. Anyway I took the hit and waited it out knowing it would shake out this year, I haven't had a late since January and was on 3 lates in 3 months yesterday, I was expecting to get up today to a Top rated Seller status and a 0% late delivery rate.

 

I got the Top Rated Seller back but suddenly lates are being counted since May last year so it's jumped up to 18 lates again and my percentage rate has climbed, it's jumped from a 3 month period to a 12 month period. Is this normal?

Sellers with 400 or more transactions over the past 3 months are evaluated based on the past 3 months and sellers with fewer than 400 transactions are evaluated based on the past 12 months.
